Purpose of this site
This site supports a public advocacy campaign asking the Government of Canada to amend the Excise Tax Act so that qualifying learn-to-swim and water-safety instruction, and recognized aquatic leadership training, are zero-rated for GST/HST purposes.
No professional advice
Information here is general and simplified for public discussion. It is not legal, accounting or tax advice. Providers and families should consult a qualified adviser or the Canada Revenue Agency about their own circumstances.
A proposal, not an enacted measure
Nothing described on this site has been announced or enacted by the Government of Canada. All policy descriptions are campaign proposals drawn from the Canadian Swim School Alliance's submission for Budget 2026.

The campaign is non-partisan and does not endorse any political party or candidate.
Partner logos
By submitting a swim-school logo you confirm you are authorized to provide it and that you grant the Canadian Swim School Alliance and this campaign permission to display it in campaign materials and on this site. Applications are reviewed manually and acceptance is at the campaign's sole discretion; submitting a logo does not publish it and does not create a partnership. The campaign may decline, resize or remove any logo at any time. A partner school may ask for its logo to be removed and we will do so.
Acceptable use
Campaign materials, including the Budget 2026 submission, may be shared for advocacy purposes. You may personalize the prepared letter and add your own experience, but do not attribute your additions or statements to the Canadian Swim School Alliance or the campaign. Do not use campaign or partner logos without written permission.
